WHAT DOGS MUST BE LICENSED?:
Per Article 7 of the Agriculture and Markets
Law
EVERY DOG owned or harbored in New York State for longer than 30 days must be
licensed. The following are the only exemptions:
- Dogs under four months of age.
- Dogs harbored in NYC – these dogs must be licensed by the NYC Department
of Health)
- If a non-resident brings a dog into New York State for less than 30 days
and the dog is licensed according to the resident state’s licensing laws
- Dogs confined to the premises of any public or private hospital, research
institution or a Class A Dealer with a certificate of exemption from the
Commissioner.
HOW TO LICENSE YOUR DOG:
- Apply for a dog license at your local licensing agent. If you live in the
Town of Kendall limits please apply at the Kendall Town Clerk’s office at
1873 Kendall Road, Kendall, NY 14476.
- For guide dogs, war dogs, hearing dogs, police work dogs or service dogs,
satisfactory proof is required, such as a training certificate, etc. for
licenses.
- THE OWNER WILL NEED:
- If the dog is spayed or neutered – a certificate from a licensed
veterinarian or an affidavit from the owner showing that the dog has been
spayed or neutered, unless this proof is already on file with the clerk.’
- All dogs three months or older must have proof of a rabies vaccination
signed by a licensed veterinarian or a certificate stating why the life of the
dog would be endangered by the vaccine.
After the application and appropriate certifications are filed and the
license fee had been paid, the license will be validated for one year. Each dog
is assigned a permanent official identification (ID) number and issued a metal ID
tag which is to be attached to the dog’s collar. NO REFUND WILL BE MADE AFTER
A LICENSE HAS BEEN VALIDATED. This assigned ID number is valid for the life of
your dog.
PUREBRED LICENSE:
- To be eligible for a purebred license, all dogs must be purebred and
registered by a recognized association (or in the case of any dog less than
six months, eligible for registration). The applicant must own and harbor the
listed dogs on the described premises. A purebred license is in lieu of or in
addition to the individual dog licenses required by subdivision on o f section
109 of the Agriculture and Markets Law.
- Application must be made to the Kendall Town Clerk should you harbor such
dogs within Kendall Town Limits.
- Completed and signed application, together with proof of rabies vaccination,
for all dogs three months and over and the fee (see License Fees J
) must be presented to the Kendall Town Clerk.
- The purebred license number assigned will be reserved for the sole use of
the named owner.
- The owner may procure, at his expense, from the Kendall Town Clerk any
number of tags imprinted with the same number as the purebred license. One such
tag must be affixed to the collar of each dog harbored pursuant to the license
at all times provided that a dog participating in a dog show shall be exempt
from this requirement assuring such participation.
- A purebred license is not transferable and once issued, no refund may be
made.
- Upon change of ownership of any dog licensed under a purebred license, such
dog must be licensed individually by the new owner, except when the new owner holds a valid purebred license.
- Licenses is renewable annually prior to expiration date.
LICENSE FEES:
In the Town of Kendall
Spayed or Neutered Dog - $6.00
Unspayed or Unneutered Dog - $15.00*
(*$3.00 of this fee is used to fund the Animal Population Control
Program)
For Guide, War, Hearing, Police Work or Service dogs: NO FEE
Purebred:
(Statutory fee)
à $25.00 – NO more than 10 dogs
à $50.00 – 11 – 25 dogs
à $100.00 More than 25 dogs
Plus:
Local Fees: - (Per Local Law #3 – 1990 of the Town of Kendall)
à $5.00 – No more than 10 dogs
à $10.00 – 11 – 25 dogs
à $15.00 – More than 25 dogs
Plus:
à $3.00 for each unspayed/unneutered dog over the age of 6 months.
LICENSE RENEWAL:
- Forms will be mailed directly to the dog owner by the Department of
Agriculture and Markets.
- If fail to receive renewal forms: Please contact the Kendall Town Clerk and
a renewal license can be issued. You can visit or mail in your required
documentation and payment to the Kendall Town Clerk then the Clerk’s office
would be glad to mail renewal license to you.
Dogs that are counted during a census and are not licensed will be charged
an additional $5.00 per NYS Ag and Markets Law:Art 7.
REPLACEMENT TAGS:
- Replacement tags can be ordered through the Kendall Town Clerk. You may
visit the office or mail in your fee with the license number and quantity you
wish to replace.
- Cost for replacement: $1.50 per license tag.
- Replacement tags will be mailed directly to your home address within eight
weeks.
HOW TO CHANGE A LICENSE:
To ensure the accuracy of license records, it is essential that any change to
the information on the license be provided to the Kendall Town Clerk who in turn
will notify NYS Agriculture and Markets so that records can be updated. The
owner must provide in writing any of the following changes:
- Dog ownership
- Dog owner’s address
- Loss or theft of the dog (if the dog is found, its return) and
- Death of a dog.
You may provide these changes to the Kendall Town Clerk by calling 659-8721
or sending notice to Clerk in the mail or placing it in the drop box just to the
left of the Front Main Entrance of the Kendall Town Hall.
IF YOUR DOG IS LOST OR YOU FIND A LOST DOG:
Call the Orleans County Animal Control Officer – Kathy Smith – 589-5527
You may also want to contact the Kendall Town Clerk should anyone call with
lost or found information.
If a dog is lost but identified with a NYS identification tag, the Animal
Control officer will contact the NYS Department of Agriculture and Markets or
Local Town Clerk’s office to trace the dog tag to the owner.
DOGS INJURE LIVESTOCK:
If dogs injure or kill livestock, the local assessor should be notified
immediately. DO NOT DESTROY or bury the animals. They must be available for
examination so the assessor can appraise the damage.
DOG CONTROL:
The Town of Kendall contracts with the Orleans County Legislature to have Dog
Control and Shelter Services with the Orleans County Sheriffs Department’s
Animal Control Officer. You can contact Kathy Smith, Orleans County Animal
Control Officer through the Sheriffs Dispatch number – 589-5527.
The Town of Kendall also has an appointed Animal Control Officer to conduct
Dog Censuses in the Town. James Baker is our Dog Enumerator. The Town of Kendall
completed a thorough dog census in 1999. Again this year Jim Baker will be going
door-to-door in various areas of Kendall checking on licensed and unlicensed
dogs. Should a dog owner fail to license their dog as directed by Mr. Baker,
court action WILL occur.
